Tim Spencer-Lane

Tim is a lawyer who specialises in mental capacity, mental health and social care law. He led the Law Commission's review of the Deprivation of Liberty Safeguards (DoLS) which ran between 2014 to 2017. He is currently on secondment to the Government Legal Department (DHSC) where he is working primarily on the implementation of the Mental Capacity (Amendment) Act. This sets out the new scheme - known as the Liberty Protection Safeguards - which will replace the DoLS. Tim is the author of the "Care Act Manual" (second edition 2015, Sweet and Maxwell), General Editor of the Encyclopedia of Social Services and Child Care Law, contributor to Cross on Local Government Law, and legal editor for Community Care Inform.
